General information

For the purposes of keeping the interests of the Republic of Kazakhstan on the issues of oil transportation, export and import of oil and oil products, by the decree of the Government of the Republic of Kazakhstan dated 1997 No.461, the Closed Joint Stock Company “National Oil Transportation Company “KazTransOil” (hereinafter CJSC “NOTC “KazTransOil”) was created, with 100 percent state participation in charter capital.

In 2001 the state block of shares was transferred to the charter capital of the Closed Joint Stock Company “National Company “Transport of Oil and Gas”, which was created in accordance with decree of the Government of the Republic of Kazakhstan dated 2 May 2001, No.591.

According to the order of the Ministry of Energy and Mineral Resources of the Republic of Kazakhstan dated 22 June 2001, No.159, the CJSC “NOTC “KazTransOil” was renamed to Closed Joint Stock Company “KazTransOil” (hereinafter the CJSC “KazTransOil”.

By the decree of the President of the Republic of Kazakhstan dated 20 February 2002, No.811 on the basis of closed joint stock companies, “National oil and Gas Company “Kazakhoil” and “National Company “Transport of Oil and Gas”, reorganized by means of merger, the Closed Joint Stock Company “National Company “KazMunaiGas” was created and became the sole shareholder of CJSC “KazTransOil”.

On 31 May 2004, CJSC “KazTransOil” was renamed to JSC “KazTransOIl”.


All of the existing main oil pipelines and waterlines of Kazakhstan were transferred to the Company. At the moment of creation of KazTransOil, there were about 6 thousand kms of main oil pipelines on the territory of Kazakhstan.

As the pipeline system that had existed in the country did not fully comply with the economic interests of the Republic of Kazakhstan, the work of the newly created enterprise required immediate measures on rehabilitation, strengthening, and development of the domestic oil pipeline transport.

In the shortest amount of time top managers of the Company developed and created unified management system, conducted wide range personnel capacity building programs for the purposes of increasing efficiency of work, receiving and introducing the best experience of foreign companies, as well creation of domestic base for preparation of specialist on pipeline specialist.
Simultaneously complex measures were taken on rehabilitation and modernization of the existing system of pipelines, as a result of which the operational capability of the pipelines was preserved, and efficiency of provided services, its safety and reliability were increased.

The construction of new oil transport facilities and conducting of complex works on organization of transport schemes started. In a very short period of time provision of a wide range of services to customers in the framework of the existing oil pipeline system with the purpose of satisfying requests of customers, diversification of oil transport directions, with respect to developing export routes were ensured.

Measures on stabilization and optimization of financial structure of the Company for ensuring sufficient volume of funding of current activity of the Company, for general cheapening of the employed capital and ensuring stable and reasonable return of shareholder capital were successfully completed.

On 5th June 1998, the Committee on Pricing Policy (ASPiR) approved methods of calculation of oil transportation tariff on the system of CJSC “KazTransOil”, which became the first step of establishing transparent mechanism of setting prices for oil transportation. The new methods were built on generally accepted principles, ensuring flexible approach to price formation, taking into account in details possibilities and requirements of customers, stimulating maximal use of the existing system of pipelines.

The main result of the works on restoration and modernization of Kazakhstan system of pipelines is preservation and of its operational capability, it reliability and increase in efficiency of the provided services.

In 1998, 24, 104 thousand tones of oil was transported through the KTO system. The growth of volumes of oil transportation allowed achieving growth of cargo turnover through the system up to 15 337 mln.tones/kms. Starting from 1998, the volumes of oil transportation through main pipeline system constantly increased.

In 1998, CJSC “KazTransOil” paid 2 988 mln. tenge to the budget.

The dynamics of KTO development demonstrated necessity in development of new directions of work and creation of Holding with modern diversified infrastructure and powerful financial provision. The given economic structure was supposed to solve new strategic objectives and priorities, aimed at strengthening of economic interests of the Republic of Kazakhstan in the issues of transportation, export and import of hydrocarbon material.

Realization of investment projects and big scale programs on modernization of existing systems required attraction of significant volumes of long-term investments in the form of project funding, as well through emission of Eurobonds.

In 2001, “KazTransOil” stepped in to the internal capital market by means of emission and placement of Eurobonds for 150 million US dollars with redemption date in 2006. The given emission became the first emission of securities of the Company and the first emission of corporate bonds among Kazakhstan companies on international capital market.

A year before, the Company issued internal bonds for 30 mln US dollars for the term of three years (for the purpose of attracting a cheaper funding than through bank loans). The funds were forwarded to general corporate goals.

The Company achieved implementation of practically all priority tasks, which were set in accordance with Indicative development plan of the Company for 1998-2001 with substantial advance forward, which allowed in 2000 to develop new Indicative plan for 2000-2005, confirmed by decree of the Government.

In accordance with the requirements of the Law of the Republic of Kazakhstan “On Joint Stock Companies”, on 31 May 2004 the Company carried out re-registration of organizational legal form into Joint Stock Company “KazTransOil.

Our principle – equal access of all shippers to the system of main pipelines

Throughout the period of independence of Kazakhstan significant work has been done on development of main pipeline system, aimed at increasing competitiveness and reliability of the existing and construction of new capacities on transportation and throughput of oil, as well as on creation of necessary contract base for ensuring oil transit through territories of transit countries.

During the indicated time new oil pipelines – Kenkiyak-Atyrau, Alibekmola-Kenkiyak, North Buzachi-Karazhanbas, Atasu-Alashankou, have been introduced, and capacities of Atyrau-Samara oil pipeline, of port Aktau, and of a number of oil loading terminals have been enhanced.

Agreements with oil pipeline system operators such as OJSC “AK “Transneft”, OJSC “Ukrtransnafta”, RUP “Gomeltransneft”, Novopotskoye oil transport enterprise “Druzhba” were signed.

An important even in the history of oil industry of Kazakhstan was introduction of Tengi\-Novorossiysk oil pipeline of Caspian Pipeline Consortium in 2001.

Since a number of oil companies, possessing rights for transit capacity of CPC, did not have direct access to the main pipeline, JSC “KazTransOil” launched at its “Atyrau” oil pumping station, facilities on throughput to the system of CPC of the hydrocarbon materials coming from Uzen-Atyrau, Kenkiyak-Atyrau, Martyshy-Atyrau oil pipelines and by rail road. In 2008, the volume of oil throughput to the CPC pipeline through the Company system made 4.5 mln.tons.

For the purposes of transportation of increasing oil volumes, produced in Aktobe oblast, in 2003 the following oil pipelines were launched: Kenkiyak-Atyrau (6 mln. tons/year) and Alibekmola-Kenkiyak (3.6 mln tons/year).

Introduction of Kenkiyak-Atyrau oil pipeline allowed to substantially increased volumes of Aktobe oil transportation in the direction of OPS “Atyrau”, while the shippers received more reliable and economically beneficial alternative to rail transportation. The project on Kenkiyak-Atyrau oil pipeline was realized by “JSC “NWTC Munaitas”, 51% of share of which belong to JSC “KazTransOIl” and the Chinese CNPC owns 49% of the shares.

For the purposes of diversification of directions of Kumkol crude supplies, JSC “KazTransOil” launched oil loading station Shagyr with 3 mln.tons/year capacity. The “Shagyr” rack carries out year-round loading of Kumkol crude to railway tanks. One of the main advantages of the given rack is its low tariff on throughput of oil, as well as the principle of non-discriminatory access that the Company upholds in its activities. It should be noted that the demand for exploitation of the given rack remains and continues to increase.

In view of the planned increase of oil production at the North Buzachi oilfield, JSC “KazTransOil” constructed and on 31 May 2006 launched loading line COPP North uzachi – OPS Karazhanbas, which ensured increasing demand for oil transportation from North Buzachi oilfield through the system of main pipelines of the JSC “KazTransOIl” with further delivery to export.

Launch of “Atasu-Alashankou” oil pipeline became one of the most important events in 2006, significant phase of realization of the multi-vector system of oil transportation and ensured oil companies with reliable and economically effective direction of oil delivery to the perspective and rapidly growing market of China. Besides, the oil pipeline also allows employing transit potential of Kazakhstan for transportation of Russian oil to China. The given project was realized by LLP “Kazakhstan-China Pipeline” – joint enterprise, created on a parity basis (50% of shaers of participation) by JSC “KazTransOIl” and CNODC, subsidiary company of Chinese National Company CNPC.

For the purposes of ensuring reliable and continuing acceptance and transportation of oil through the “Atasu-Alashankou” system, JSC “KazTransOil” conducted a number of activities on modernization and reconstruction of objects of the Eastern branch as the site of “Priirtyshsk-Atasu”, “Karakoin-Atasu”, and directly GOPS “Atasu, which a general oil pumping station of “Atasu-Alashankou” oil pipeline.

The “Atasu-Alashankou” oil pipeline delivers oil from Central Kazakhstan oilfields to China. Delivery of oil from the western regions of Kazakhstan is also possible, for that purpose loading rack for acceptance of oil from railway tanks and its further throughput to the pipeline of Atasu-Alashankou was built at Atasu. Upon the results of 2008 the volume of throughput of oil to Atasu-Alashankou oil pipeline made 6.1 mln.tons.

Another important export direction for Kazakhstan oil companies is the Capsian port of Aktau, where JSC “KazTransOil” carries out throughput of oil from pipeline and railway transport to tankers.

Presently the following oil is delivered to oil loading terminals of the port:
  • Through the existing oil pipeline Kalamkas-Karazhanbas-Aktau
  • Through railway oil transport, the oil from oilfields in the western Kazakhstam Aktobe oblast, and Kumkol region. After completion by the Company of modernization of the railway loading rack GOPS Aktau, unloading of railway tanks of Kumkol oil with temperature of setting-up has been carried out year-round.

Taking into consideration the increasing demand for Transcaspian transportation of oil, the Company in 2003-2005 conducted works on reconstruction and extension of unloading railway rack on GOPS Aktau, which allowed increasing of the volumes of oil unloaded from railway tanks for further throughput to tanker from 2.9 mln tons in 2002 till 4 114 mln. tons in 2008.

JSC “KazTransOil” is the major operator in the Republic of Kazakhstan on transportation of oil, and plays an active role in development of the industry infrastructure, search of alternative and optimal routes of delivery of energy materials, as well as in attracting investments for construction of the above.
