Eastern branch of “KazTransOil” JSC

Director Of Eastern branch “KazTransOil” JSC – Lukpanov Zhenisbek Kozhasovich.

1. GENERAL INFORMATION

Eastern branch was established on October 1, 1997.

According to the decree of the Ministry of petroleum industry of USSR №588 the East-Kazakhstan Department of Main Oil Pipelines (EKDMOP) was established, with allocation in Pavlodar city of KazSSR ¹.

In 1997, due to establishment of oil transportation national company «KazTransOil», the department was reorganized in Eastern branch, which presently is a structural division of “KazTransOil” JSC ².

The Eastern branch operates the oil pipelines, passing from north to south of Kazakhstan, from the central region of the country to the east (CPR), with a total length 4298,6 km.

The Eastern branch of “KazTransOil” JSC provides services on acceptance, transportation of West-Siberia oil accepted on PDA “Omsk”, Kazakhstani oil accepted on PDA “Kumkol”, “Akshabulak”, “Turgai Petroleum”, unloading rack “Atasu” and oil received from the western regions of Kazakhstan via «Kenkiyak - Kumkol» main oil pipeline, as well as services on transit of Russian oil via “TON-2” main oil pipelines.

Dispatchers’ oil is transported to “Pavlodar petroleum refinery” JSC, to Shymkent petroleum refinery («Petro Kazakhstan oil Products” LLP), via export oil pipeline «Atasu -Alashankou» («Kazakhstan – China Pipeline» LLP) in China.

Apart from that, oil is shipped from the oil loading station “Shagyr” and “Atasu” into railroad cisterns for transportation via railroad to CIS and other foreign countries.

¹ EKDMOP was established for ensuring operation and maintenance of oil pipelines, located on the territory of Kazakh SSR and Uzbek SSR, supply of West-Siberian oil to Pavlodar and Chimkent petroleum refineries and three refineries of the Central Asia. Total expansion of maintained main oil pipeline equaled to 1859 km.

² Presently the Branch serves a network of main oil pipelines with expansion – 4298,6 km (2576,9km on core activity + operator’s activity 1536,2 km + 185,5 km (TON-2)) and includes 6 oil pipelines departments and production technical equipment base.

2. OPERATOR’S ACTIVITY

Within the frames of operator’s activity the services on operation of oil pipelines are provided to the following entities:

«Kazakhstan – China Pipeline» LLP - «Atasu -Alashankou» (960 km) and «Kenkiyak - Kumkol» main oil pipelines(561,6 km);
«Turgai Petroleum» JSC - «OPPW Turgai Petroleum – HOPS « Kumkol » (14,5 km).

3. ASSETS

Nowadays Eastern branch of “KazTransOil” JSC is:

2 640 qualified employees and engineers and technicians;
Single line oil pipelines network with expansion of 2577 km;
13 oil pumping stations;
3 accepting delivering stations;
Oil loading station «Shagyr» and loading unloading rack «Atasu»;
Tank farm with capacity 451 000 m3;
7 oil heaters;
Pavlodar, Karaganda, Zhezkazgan, Shymkent, Usharal, North-Kazakhstan oil pipeline departments;
Operating technical supply and equipment base.

4. PRODUCTION AND FINANCIAL INDICATORS

Basic indicators of production activity of Eastern branch of “KazTransOil” JSC as of 01.10.2011.

Gross volume of oil transportation via the network of Eastern branch for 9 months of 2011 equaled to 20 mln. 505 thou.tons of oil, including transit of Russian oil via MP “TON-2”.

Oil cargo turnover a the network of Eastern branch for 9 months of 2011 equaled to 11 bln. 119 mln.tn.km

Delivery for 9 months of 2011:

to «POCR» JSC – 3 mln. 051 thou;
to «PKOP» LLP – 3 mln 528 thou.tons;
to «Atasu -Alashankou» – 8 mln 658 thou.tons;
loaded from OLS «Shagyr» – 678 thou.tons;
loaded from «Atasu» – 215 thou.tons;
transit of Russian oil via MP “TON-2” – 4 mln. 375 thou.tons.

Transit of Russian oil via «TON-2» main oil pipelines for 7 months of 2011 - 3 310 thou. tons.

5. PERSONNEL DEVELOPMENT

Annually KazTransOil JSC invests substantial funds for planned and targeted development of staff. Thus, for 7 months of 2011 1008 employees of Eastern branch accomplished various trainings, which is 38% of total number of employees.

Within the 1 half year of 2011 the number of employees who passed trainings increased for 118 or for 13% in comparison with similar period of 2010.

Expenses for training of 1008 employees equaled to 36 700 thou. tenge.

6. SOCIAL ACTIVITY

The “Regulation on social guarantees, benefits to employees of KazTransOil JSC” functions in the Company from the day of its establishment for the purposes of social support of employees, creation of favorable conditions for high labor performance.

Apart from a wide range of social support of employees of the Branch a special attention is paid to veterans and not working retired pensioners. They are paid monthly material assistance, benefits, bonuses to the holidays. Veterans and pensioners actively participate in public events held by the eastern branch.

Development of personnel potential – is one of prioritized directions in the Company, the existing regulation on young specialists of “KazTransOil” JSC allows creating conditions for successful work and further professional growth of universities alumni.
